The problems of public programs managing the delivery of Patient
Assistance Program (PAP) medications for indigent patients have
greatly increased. With over half of the patients that may be
receiving PAP medications, the costs of managing inventory, unpacking,
stocking and storing, and dispensing at the clinic become considerable.
Clinics can provide small sample drugs to some patients, but are
not equipped to dispense hundreds of prescriptions, as would a
